State Board of Technical Education, Haryana (SBTE)

The Technical Education Board for the state of Haryana (SBTE) came into existence in the year 1966 consequent upon the bifurcation of the erstwhile state of Punjab. The board consists of 40 members with the Minister of Technical Education as Chairman and Director, Technical Education as Member-Secretary. The board is responsible for looking after the following academic aspects of Technical Education:

  • Accreditation
  • Affiliation of the Institutions and Courses
  • Examination
  • Certification
Functions of the Board are as follows:
  • Award post-diploma / diploma by prescribing courses of study, syllabus and scheme of teaching.
  • Affiliate institutions for conducting the courses of study leading to post diploma / diploma.
  • Arrange inspection of institutions either directly or through an authority to be nominated in this behalf tenure maintenance of standards and compliance of conditions of affiliation as provided in the Affiliation Rules.
  • Arrange / conduct examinations.
  • Prescribe conditions for admission to examination, such as percentage of attendance, standard of performance in sessional work and house examination etc.
  • Lay-down standard of performance for passing the examination and method of declaration of results and award of post diploma / diploma etc.
  • To fix admission, tuition fees and other charges as approved by the State Government in accordance with the guidelines of All India Council for Technical Education and
  • To make bye-laws for the regulations for the purpose connected with the management to Technical Education in the State and for the furtherance of its subjects within the scope of Constitutions.

Objectives of the Programme

The broad objectives of this Program are:
  • To offer need based and tailor made academic programme for the specific need of supervisory level manpower engaged in Construction & those desirous to serve the Construction Industry.
  • To upgrade and modernize the technical know-how of those engaged in the construction related activities apart from the fresh candidates desirous of taking careers in Construction Industry.
  • To provide better industry-education linkage by matching learners educational needs while collaborating with professional bodies like CIDC and other technical institutions.

  • Class X +2 or
  • Class X + minimum total two years of the sum of
    • Duration of Course in an ITI plus
    • Duration of equivalent courses plus
    • Half the duration of relevant work experience
For example in criteria ii) above, a person having completed 1 year course in ITI and 2 years relevant work experience would qualify (1 year ITI + Half of 2 years work experience). Similarly a class X pass student with 4 years relevant experience would qualify.

Post Diplomas

Post Diploma in Construction Technology & Management as well as Post Diploma in Trenchless Technology aims to impart training to Diploma Holders in Civil, Mechanical and Electrical and Automobile Engineering, on a self financing basis to enhance their professional capabilities and better their employability in the market. The objects and other related details are described hereunder:

Post Diploma in Construction Technology & Management (CTM)

Based on the market requirements, the program is structured to cultivate professionals having skills of Construction Management. Such candidates should be capable to Manage Projects. They should have the ability to undertake construction planning. With the advent of newer working systems and computerized systems the candidates should be able to prepare and evaluate work bills and prepare estimates. The candidate must know about the construction Material, labour, and equipment applications. Construction industry in India is a labour intensive industry and the candidate must be aware of the HRD skills. With the advent of various types of contracts and construction works disputes are becoming a common bane for the industry. The candidates need to be sensitized about the issues of Dispute Resolution and Arbitration. The additional skill sets required for the construction manager include Construction Scheduling and Financial and Banking Operations. These topics are covered in the post diploma course in Construction Technology & Management.

Certifying Agency for CTM

Examination and Certification shall be done through the joint assessment by SBTE, CIDC and International Council of Consultants (ICC). ICC is the apex organization of consultants and has major network of global associates from all relevant sectors like consultancy, arbitration, construction and likewise. CIDC and ICC will be responsible for setting the examination criteria and evaluating the response sheets. Diploma certificate will be awarded to the successful candidates jointly by SBTE, CIDC and ICC. While the students with unsatisfactory results, would have to reappear for the examination either as a supplementary student or with the next batch.

Professional Guild

The course is structured jointly with ICC so that the students are provided a linkage with the professional guild for a proper and structured networking with the industry stakeholders and a proper career growth. All the students shall be offered student memberships of ICC as per the rules in force at the time of joining the guild. Current student membership rules and relevant fee are detailed in Annexure IV.

Post Diploma in Trenchless Technology (TT)

Based on the market requirements, the program is structured to develop professionals having skills of Trenchless Technology techniques. Such candidates should be capable to Manage Projects. They should have the ability to undertake subsurface construction planning through trenchless techniques. With the advent of newer working systems and computerized systems the candidates should be able to prepare and evaluate work bills and prepare estimates. The candidate must know about the Material inputs, labour, and equipment applications. With the advent of various types of contracts and construction works disputes are becoming a common bane for the industry. The candidates also need to be sensitized about the issues of Dispute Resolution and Arbitration. These topics are covered in the post diploma course in Trenchless Technology. The course is further structured with specialization in any of five Trenchless Techniques, viz. Moling, Pipe Ramming, Horizontal Directional Drilling, Microtunneling, Pipe Bursting and each student shall have the option to choose any one of the five specializations depending upon the respective seat availability.

Study Centers

The following are the proposed centres (marked with for conduct of the courses. However, CIDC – SBTE reserve the right to cancel any of the centres without assigning any reason whatsoever. The candidate, while applying, should be prepared to pursue his course of study / training at any of the polytechnic / centres allotted to him and for transfer to any other centre during the duration of the diploma course of 3 years. Decision regarding final allocation of the centres shall be posted on the website & notice boards of respective polytechnic / centres and this shall be binding on the candidate.

  • Rs. 1500 are to be deposited toward caution money (refundable) D/D to be made in favour of “Construction Industry Development Council “ payable at Delhi
  • D/D of Rs. 10,000 Government Polytechnic, ……….(to be specified by CIDC on declaration of result) However, the allotment of Centre at which the candidate shall pursue his course will be decided at the time of Counseling and that decision shall be binding on the candidate, irrespective of the Polytechnic selected by him / her and in which name the Demand Draft is made.
